Have you ever broken down, how contents like text, images, video and audio actually lands on your web site for the whole world to see.
My own web site contents is simple since I get the ideas, write the articles, edit the articles and finally publishes the articles - click on slide 1 to check how that works.
Many organizations has a number of check points before they are allowed to publish an article - maybe they have external writers like the example in slide 2.
In larger organizations you might have an editor who has the last word before publishing - slide 3.
In some organizations maybe the contents has to be formatted to meet the organization's graphical design manual or writers needs a package with the graphical elements like logos, word processing templates etc. before they can start their work.
Other organization have a much more interactive approach where drafts are basically published and then the document is revised after publishing based on posted user comments on the web.
There is no correct answer to a workflow, it depends on the people in the organization, the task at hand and how the organization has to act towards the rest of the world.
Before you start planning a web site, you should try to make similar diagrams showing how your organization's workflow should ultimately work.
